No. Every application of RESIDENSI WILAYAH project must have the original copy of letter of oath which have been signed by a Judge/Magistrate/ Commissioner Of Oaths. A photocopy or scanned copy is not accepted.
Firstly, select the project you’re interested in and fill up your particulars in the project portal. Print out all the documents and go to the Commission of Oath for a “sumpah” procedure. Upload the sumpah copy to the project portal with the necessary supporting documentation as per checklist. Hand over the original copy of the document to the developer, preferably by hand.
Yes, retirees are eligible to buy Residensi Wilayah units, subjected to the terms and conditions which have been enforced.
RESIDENSI WILAYAH requires a restriction of sale for 10 years from the date of the first Sale and Purchase Agreement signed

Carpark Allocation

All car parks have been pre-allocated to the respective units for SIFUS submission in order to obtain the APDL approval. No changes of car park lots can be made after the submission.
Under the new strata management act, all car parks must be allocated by developer and approved by the relevant authorities before developer may begin selling the units. Therefore, we are unable to change your carpark location after approval.
You may refer to the Joint Management Body (JMB)/Management Committee (MC) for permission rent it out (usually using guest car park). However, buying an additional lot is definitely not permitted as the car park allocation has been submitted to authority and no further changes / add on can be done.
No. Your car park lot is deemed as part and parcel of your purchase in the SPA.

Renovation/Construction

Purchasers are not allowed to enter the project site during its construction. This is strictly due to safety reasons and non-coverage of insurance under the Contractor All Risk Insurance Policy.

However, purchasers can view the construction progress photos through the MY Mah Sing App. Photos will be updated on a quarterly basis.

BOOKING / PAYMENT

Sinking Fund/Maintenance Fee

Sinking funds are much like a “rainy day fund” or savings plan for strata schemes.
They ensure that when major capital works are required or emergency repairs need to be made to common areas, the Joint Management Body/Management Corporation has a sufficient capital reserve to draw from.

Sinking funds can be used to cover expenses such as:
• Painting of the building
• Overhaul of lifts
• Driveway refurbishment
• Replacement of fencing
• Replacing common property on the interior and exterior of the building, including carpets, roofing and guttering
• Any emergency expenses that may arise

The contribution to the sinking fund shall be the amount to be paid by the proprietors of the parcels or provisional blocks. The contribution shall be a sum equivalent to ten percent (10%) of the Charges (Maintenance) imposed, unless otherwise determined from time to time at a general meeting of the Joint Management Body/Management Corporation, but such contribution to the sinking fund shall not be less than ten percent (10%) of the Charges.
These Charges (Maintenance Fee) are paid monthly by the proprietors of every unit. The charges go towards the building’s maintenance fund to pay for maintenance and the operation of the Common Property or the Limited Common Property, as the case may be.
The proprietors shall pay the Charges in proportion to the shared units of their parcel.

The calculation on Charges costs is based on a shared percentage, which depends on a number of factors relevant to your parcel.

The total cost is divided amongst all owners based on this calculation. These factors include:
• Type of unit
• Total floor size of the parcel
• Shared facilities you have access to
• Shared access points

The Developer is collecting four (4) months’ advance of the Charges (Maintenance Fee) to be deposited into the maintenance account which is operated and maintained by the Developer until expiry of the Developer’s management period.

When a purchaser purchases a property, the terms & conditions clearly spells out the purchaser’s obligations and the commitments to purchase into the development, up till the point of Vacant Possession (VP).

The JMB/Management Corporation is legally responsible for maintaining and managing the building, determining the amount of the charges and sinking fund, and all other obligations under the Strata Management Act 2013.
The JMB/Management Corporation can take the following actions:

• No voting rights: If all or any part of common charges are unpaid within 7 days of a general meeting, a proprietor loses their entitlement to vote.
• Interest charges: Property management is legally allowed to charge interest at a rate of no more than 10% per annum for any common charges outstanding within 14 days of request for payment.
• Limit access to common areas or usage of the facilities (Gym, Swimming pool & etc.): Your access to common areas may be limited if you fail to pay the charges.
• Criminal charges: Under the Strata Management Regulation (Maintenance & Management) Act 2015, failure to pay maintenance charges can ultimately be judged as a criminal act.

Booking Cancellation/Refund

1. Contact your property advisor and inform them of your intention.
2. A cancellation letter will be sent to the purchaser for confirmation and acknowledgement.
3. Once signed, send in the cancellation letter to the Sales Admin Department to kickstart the refund process.
4. It will take approximately 3 to 4 weeks for refund of payment.
5. Once the cheque is ready, the Sales Admin Department will contact you for collection of the cheque at Mah Sing HQ, or will assist to bank in your cheque strictly into a Maybank or Hong Leong bank account.
Provided the cancellation is due to ineligibility of the loan (loan rejection), we will need 2 bank rejection letters. For alternate reasons, no supporting documents are required.
Booking fees may vary based on the project. Hence, your refund amount is solely relied on the balance left after the deduction of penalties.
No, any unit booking cancellation will incur administrative charges which may vary according to project.
Upon receipt of the cancellation letter and necessary documents e.g loan rejection letter; your refund will be processed within the next 30 calendar days.
Refund may be collected as cheque at our HQ, or directed into a Maybank and/or Hong Leong bank account.
Please call the respective Sales Admin to check on the refund status. The sales admin team is required to check with Finance on the status of cheque issuance and will get back to you within the same working day.
Yes, this is possible. We will transfer the booking fee to the new unit once the original unit is cancelled from the system, but with an RM500 charge.
The purchaser is required to fill up the Amendmend Form and sign the new booking form. The sales staff will lock in the new unit into the system upon this.
There upon, our Sales Admin Department will process and cancel the earlier unit in the system.

Document Management

SPA is a legal binding agreement when a buyer and seller are entering into a real estate transaction.
Authorisation letter is a document to grant permission on the refund cheque to the payee.
It also known as “Borang 14A”, a document used to transfer/register the property from the Developer to the Purchaser’s name. (Title is earlier registered under Proprietor’s/Developer’s name).
MOT is prepared by Solicitors and normally signed by the Purchaser before the Solicitors at their office. No copies are extended to the Purchaser, however you may request for a photocopy of the MOT from Solicitors for record purposes.
The MOT will include your particulars and information related to the purchase of the property, as well as property particulars.
Yes, you may request for a new one from the Solicitors.

1. The developer will notify the Purchaser on the issuance of the IDT/IDST and instruct the SPA Solicitors to prepare the MOT.
2. The Purchaser may also appoint his/her preferred solicitors to attend to the preparation of the MOT.
3. The purchaser is required to settle the SPA payment and other outgoings in full before the execution of the MOT and release of the IDT/IDST by the developer to the purchaser/their solicitors.
4. Once the MOT is presented at the relevant Land Office, thereafter the IDT/IDST will be registered in the Purchaser’s name.
5. For financing cases, registered IDT/IDST will be forwarded to the End-Financier as the Chargee Bank through the attending solicitors and shall only be released to the Purchaser upon full settlement of the loan with the Bank.
6. For cash payment, the IDT/IDST shall be released to the purchaser through the attending solicitors once it is duly registered.

Purchaser may check/get advice from Solicitors for further clarification.

The loan agreement may be pending for stamping at the High Court. The loan agreement may also be with the financier’s solicitor pending for execution. Kindly check with your end-financiers solicitor.
We will reply immediately upon receiving the acting letter / loan documents from relevant end-financier solicitors & a letter will be copied to the purchaser and end-financier.

Payment

Request for installments is reviewed on a case-by-case basis. Kindly write in your request for approval, with interest to be charged on any outstanding payment.
No, all payments need to be made before Vacant Possession.
The mention of GST is in our billing format, however the GST rate will indicate 0%.
By cheque / direct banking into the respective company account.
Yes, a receipt will be sent to you by email upon payment clearance.

The administrative charges on assignment or transfer of property are used for preparing, checking, vetting and execution of the relevant documents.

Excess payment will be refunded upon stage 2A after bank disbursement and/or Vacant Possession.

This is subject to your housing loan package. In normal cases, upon 1st release of the progress payment from your end-financier to developer, you will service the monthly interest charges. Thereafter, upon 100% progressive release from your end-financier, you will service both interest charges and the principle amount.

It is advisable to contact your end financier to find out the housing loan process between you and the end-financier.

You may pay the assesment fees at the City Council office. The assesment fees are payable in two instalments annually, on or before February 28 or 29 (for the period of January to June), and on or before August 31 (for the period of July to December).
Solicitors can only be changed within the panel of lawyers if the SPA & LA are not executed. In this case, the Sales Admin can assign the purchaser to another lawyer

If SPA & LA have been executed, purchaser is not allowed to change solicitor as SPA & Loan legal fees are borne by the developer

We do not allow purchaser to appoint external lawyers and we will not bear all the solicitor’s legal fees.

KEY COLLECTION

Defect Liability Period

24 months from the date of Vacant Possession Notice. However, you may refer to Clause 29 of your SPA for final confirmation.
During DLP, the Developer will be responsible for the defects of the unit as stipulated in the SPA. The developer shall not be responsible for any damage or loss to the unit caused by renovation, theft or vandalism. Please submit a Defect Notification Form (DNF) and key to the Customer Service Department when notifying them of a defect.
Please report the defects to Management Office by filling in the Complaint Form.
To assist the Management Office in rectifying the defect more efficiently, please provide the following information when submitting the Complaint Form:
i. Photo on the defect(s)
ii. Detailed location of the defect(s)
We wish to clarify that the set of keys kept by us is solely for rectification purposes and we are not obliged to take care or be responsible for the loss of your belongings. The Defect Liability Period (DLP) does not cover any damages or losses due to theft and vandalism even though one set of your property keys are in our keeping. Property owners have the option to keep all the keys and make arrangement of repair works by appointment basis. You may also appoint a representative to be present during the rectification period to avoid disputes.

Vacant Possession

1. Upon issuance of VP Notice to the owners to take vacant possession, owners are given 14 days from the date of VP Notice to settle all outstanding bills (inclusive of other charges) before collecting the house keys from the Customer Service Department.
2. You will take possession of your unit after having paid all monies payable under the Third Schedule of the Sale & Purchase Agreement.
3. Please be reminded that if you did not take vacant possession of the unit as per the notice, you shall be deemed to have taken vacant possession of the unit as per the notice date.
a) Pay all the outstanding amount including advance Maintenance Charges, deposit for utilities and bulk meter, assessment fees, interest charges (if any) within 14-days from the VP Notice.
b) Purchaser to select a date for Vacant Possession appointment via MY Mah Sing App.
Please be advised that the appointment is on first come first serve basis and subject to slot availability.

It is advisable to arrive 15 minutes in advance at the Customer Service Centre. Light refreshments will be served and the whole process of handing over the property keys and unit joint inspection will require approximately 1 to 1.5 hour(s).

Yes. Please fill in the “Authorisation Letter” and email to crm@mahsing.com.my prior to the day of key collection.
You may use the MY Mah Sing App to cancel and reschedule your current appointment 3 days beforehand. Otherwise, kindly contact your Customer Service Representative.
In strata property, Developer will purchase the first year of Fire Insurance on behalf for purchaser and the Fire Insurance certificate and/or Cover Note will be attached in the Notice of Vacant Possession upon announcement of vacant possession by developer.

In such situation, kindly inform your bank to withdraw the insurance premium proposed by the bank and upon receiving your fire insurance certificate and/or cover note from developer, you may extend a copy of the Fire Insurance Certificate and/or Cover Note to the bank.

Insurance Pay

Purchaser has the right to object to this regulation imposed by the Bank; and/or prior to the ‘Notice of Handling Over of Vacant Possession’ to the purchaser. It is the obligation of the developer and contractor to keep the building insured and not the bank.
Developer has to abide by the Strata Title Act where it is compulsory to take up fire insurance coverage and other prescribed risks for strata properties. As such, purchasers are obligated to abide to this act and to cancel the policy with their end-financier.

The Centre bank of Malaysia had issued a directive to the institution of Banks on the avoidance of double coverage. Purchaser can lodge a formal written complaint on this to Centre bank of Malaysia and copy to Developer’s Credit Department for record purposes.

REWARDS & PRIVILEGES

M Privilege Loyalty Programme

M Privilege Loyalty Programme serves as a programme for our Mah Sing purchasers to be rewarded in recognition of their support and loyalty towards Mah Sing. Drawn up with benefits and privilege promoted by Mah Sing, M Privilege Loyalty Programme is curated just for you.
Any person or company who has purchased property directly from Mah Sing is entitled to become a member of M Privilege Loyalty Programme.

In the case of more than one purchaser in the purchase of the property, each purchaser in the Sale and Purchase Agreement (SPA) is entitled to the M Privilege membership by invitation and will be given an individual account.

For corporate purchaser, M Privilege membership will be given to the corporate purchaser under its registered company name. The corporate purchaser may not nominate its director(s) or shareholder(s) or any other party as member of M Privilege.

Application is NOT necessary. Mah Sing will issue a M Privilege Card to every qualified purchaser after the purchaser has executed the Sale and Purchase Agreement (SPA) and has paid no less than twenty percent (20%) of the purchase price of the Mah Sing property.
The type of M Privilege Card issued to a qualified member is determined by the accumulated value of the Mah Sing property purchased by the respective member from Mah Sing directly as follows: –

(i) Classic

Accumulated value of Mah Sing property purchased up to RM1,000,000.

(ii) Gold

Accumulated value of Mah Sing property purchased of RM1,000,001 to RM3,000,000.

(iii) Platinum

Accumulated value of Mah Sing property purchased of RM3,000,001 and above.

It will take approximately one (1) month for us to process and send the M Privilege Card to the purchaser at his/her last known address. This only occus after the purchaser has paid no less than twenty percent (20%) of the purchase price of the Mah Sing property.

In the event of joint purchasers, the M Privilege Card will be delivered to the principle purchaser.

No activation is required before use.
Yes, Mah Sing shall from time to time upgrade a member’s M Privilege membership based on the latest accumulated value of Mah Sing property purchased from Mah Sing directly.

Only the latest purchase accumulated is valid, provided if the member has executed the Sale and Purchase Agreement (SPA) and has paid to Mah Sing a sum of not less than twenty (20%) percent of latest purchase value.

In the event of any cancellation or termination of the Sale and Purchase Agreement (SPA) prior to the complete handover and full payment of the property, the M Privilege Card and M Privilege membership will deem to be cancelled and terminated.

All the previous unclaimed privileges entitlement such as Buyer Repeat Purchaser (BRP) Discount, Buyer-Get-Buyer (BGB) Reward and Buyer Birthday Surprise (BBS) will be voided and invalid.

No, M Privilege membership is exclusively offerred to the purchaser who has purchased Mah Sing property directly from Mah Sing only.
In the case of more than one purchaser in the purchase of the property, each purchaser in the Sale and Purchase Agreement (SPA) shall be entitled to the full value of the purchase price in calculating the accumulated value of the Mah Sing property purchased individually.
No. The value of these properties cannot be combined to justify the type of M Privilege Card. You will be holding one M Privilege Card issued under your name, and another M Privilege Card issued under the registered name of your company.
Yes! The new final purchase price value will be added to your personal total accumulated value once the member has executed the Sale and Purchase Agreement (SPA) and has paid to Mah Sing a sum of not less than twenty percent (20%) of the latest purchase value. Your sibling will enjoy the same value in her own personal total accumulated value in our record.

Buyer Get Buyer (BGB)

Buyer-Get-Buyer (BGB) means the rewards or commissions given to the member who has introduced a non-Member to purchase Mah Sing property from Mah Sing directly provided always that such non-Member has executed the Sale and Purchase Agreement (SPA), has signed Letter of Offer or Letter of Acceptance and has paid to Mah Sing a sum of not less than five percent (5%) cash after rebates and discount of the purchased price.
They may vary in accordance with the participating project(s) and is to be solely determined by Mah Sing at its discretion and subject to the following requirements and procedures: –

(a) The Member must be present at the Sales Gallery together with the prospective non-Member on the same day, the Member shall make a face-to-face introduction of the prospective non-Member to Mah Sing direct sales personnel during the purchase of Mah Sing property;

(b) The Member is required to present his or her valid M Privilege Card and MyKad/Passport for verification purposes;

(c) The Member and prospective non-Member are required to fill in the Buyer-Get-Buyer (BGB) Application Form upon the non-Member signing the booking form and paying the booking fee for the purchase of the Mah Sing property; and

(d) The relevant Sale and Purchase Agreement (SPA) must not consist of the Member’s name and/or any other existing member(s).

(e) In the event if the Member is unable to present at the Sales Gallery together with the prospective non-Member on the same day during the purchase of Mah Sing property, the prospective non-Member is required to inform Mah Sing direct sales personnel and provide the Member’s name and MyKad/passport number or their M Privilege membership number for verification and reward registration purposes;

Any Member who has failed to comply with the above requirements and procedures shall not be entitled to the Buyer-Get-Buyer (BGB) Reward

The Buyer-Get-Buyer (BGB) Reward will be paid out to the Member by any form as determined by Mah Sing at its sole discretion, after the non-Member introduced by the Member has executed the Sale and Purchase Agreement (SPA), has signed Letter of Offer or Letter of Acceptance and has paid to Mah Sing a sum of not less than five percent (5%) cash after rebates and discount of the purchased price.

Buyer-Get-Buyer (BGB) is only applicable to the participating project(s) and will be subject to the change and review of the terms and conditions from time to time. Please refer to our Sales team for more information.
The Member and prospective non-Member are required to fill in the Buyer-Get-Buyer (BGB) Application Form upon the non-Member signing the booking form and paying the booking fee for the purchase of the Mah Sing property.
Exchange of Buyer-Get-Buyer (BGB) fees for other incentives is not possible.
Yes. However, please provide us a formal Authorisation Letter stating both the Referrer’s full name and identity card/passport number and the appointed representative’s full name and identity card/passport number in advance.
Mah Sing will be issue payment for the Buyer-Get-Buyer (BGB) payment by way of cheque to you. However, we do provide an extra service in banking form on behalf of the purchaser, should there be a request for this service.
Mah Sing will pay the Buyer-Get-Buyer (BGB) Reward to the company registered name on the condition that the nominee had presented his valid M Privilege Card and introduced the non-member purchaser personally to Mah Sing directly.
After the referee has signed the Sale and Purchase Agreement (SPA), Letter of Offer or Letter of Acceptance and has paid to Mah Sing a sum of not less than five percent (5%) cash after rebates and discount of the purchased price, Mah Sing will pay the Buyer-Get-Buyer (BGB) Reward by way of cheque to you.

Alternatively, Mah Sing may give you other forms of rewards such as voucher, gifts or any equivalent form.

Buyer Repeat Purchase (BRP)

“Buyer Repeat Purchase (BRP) Discount” means the discount of the purchase price given to the Member on their next purchase of a Mah Sing property from a Mah Sing’s direct sales personnel.

You must be an eligible member and present your valid M Privilege Card at the time of purchase to Mah Sing direct sales personnel in order to be entitled to the Buyer Repeat Purchase (BRP) Discount.

In the case of joint purchasers, you must be one of the purchasers in the Sale and Purchase Agreement (SPA). For bumiputera M Privilege members, discount is based on the net bumiputera price.

Discount will be given in the form of a Credit Note. Discount given is not transferable to cash.

In the event of any cancellation or termination of Sale and Purchase Agreement (SPA), the discount shall be null and void, and will be recovered from the purchaser/said sales.

Buyer Repeat Purchase (BRP) Discount is only applicable to the participating project(s) and will be subject to the change and review of the terms and conditions from time to time. Please refer to our Sales team for more information.

The Member is required to fill in the Buyer Repeat Purchase (BRP) Application Form upon signing the booking form and paying the booking fee for the next purchase of the Mah Sing property.

No. For M Privilege membership given to the Corporate Member, the Buyer Repeat Purchase (BRP) discount is only applicable to the Corporate Member’s next purchase of Mah Sing property.

The Buyer Repeat Purchase (BRP) Discount is also applicable to the next purchase of Mah Sing property by the subsidiary(ies) of the Corporate Member, provided always the Corporate Member is, at the time of such purchase, the major shareholder of the said subsidiary(ies) holding more than 51% share in the said subsidiary(ies), and/or the director being the major shareholder in the said subsidiary(ies).

The Corporate Member and/or the said subsidiaries is/are required to furnish us the latest Form 24 and any other supporting documents for verification purpose.

No, the company is not entitled to the Buyer Repeat Purchase (BRP) Discount. However, you are entitled to the Refer n Reward (RnR) if you would like to purchase the Mah Sing property under your company.

The MY Mah Sing app is designed to be one of the companions that guide users through their home ownership journey with Mah Sing.
For first time login, please proceed to Purchaser Sign Up and verify your account with the email you have signed up with.

MY Mah Sing app will send a verification link once you have registered. If you have not received the verification link in your email inbox within 15 minutes after the registration, kindly check the Junk or Spam folders.

MY Mah Sing app current features include:

Brief project information for your property.

View your property details for SPA date, levels, built-up, description, DLP period, DLP expiry date and vacant possession date at anytime, anywhere. Your property details are in your hand.

View the latest construction site progress photos which will be updated on every quarterly.

Explore the hot spots around your property with location navigation.

Once the clearance memo is issued by the Credit Admin Department, you can make online vacant possession appointment at anytime, anywhere. The VP/Handover Appointment is based on first-come-first serve and subject to available slots of the day.

Once you have submitted the Defect Notification Form to Customer Service Center, you may refer this option to keep track on the latest rectification status from time to time.

This option will enable you to view the status of all bookings that you have made via this app.

Certain facilities in the development, might require your Resident ID card for verification purpose. Your Resident ID Card consists of your IC number, contact number, unit number and address. Please make sure to upload your own profile photo in “Edit Profile” for the above purpose.

(i) View your developer’s account details instantly including progress invoice, miscellaneous charges, interest, outstanding balance for buyer, financial and solicitor.

(ii) View your property management utilities bills account details instantly including service charges, sinking fund, water charges and pay the bill online via MY Mah Sing app.

 

Conveniently book function room, meeting room, BBQ pit & other limited facilities at least 2-days in advance prior to the actual event date. To confirm the booking, please remit the deposit to management office/ facility counter within these 2-days.

Cancellation of the facility bookingIf you are unable to utilise the booked facilities, you may cancel the booking in “Booking History”.

Facilities booking less than 2 daysPlease proceed to the management office/ facility counter if the facilities booking is less than 2 days from the booking date.

Now you can pre-register your visitor (Drop-off/Pick-Up, Visitor Parking, Overnight Parking) so that security is aware that you are expecting a guest. For safety reason, security possesses the right to request ID card/passport from your visitors for verification purpose.

Now you can pre-register your contractors prior to the commencement of renovation work. All contractors’ registrations are subject to Property Management Office personnel’s approval and security possesses the rights to request ID card/passport from your contractors for verification purpose.

You can easily apply your renovation or bulky item delivery. Download the required form(s) and attach the form(s) with signature to apply for renovation & delivery.

View and retrieve your property related documents.

As a property owner, you can now grant access to your tenant to log in MY Mah Sing app to book facilities, register guests, view and pay water bill via the MY Mah Sing app.

Purchaser can easily now reach out to Customer Service and Property Management office by referring to this “Useful Contacts”.

M Concierge

Mah Sing has always emphasised “Service Excellence” as the important core area in all facets of property development and management field. Thus, M Concierge is set to become an acknowledged one-stop professional service for all Mah Sing’s property buyer.

The services rendered would be useful and convenient for all Mah Sing property buyers – in the consultation and facilitation of procedures and contacts with the buyers, thus making it convenient for the buyer who might not be in Malaysia to settle issues related to their property.
